The water management program of the National Irrigation Administration is described in this paper. It focuses on the Asian Development Bank-supported pilot project in the Angat River Irrigation System in Bulacan. That project has combined applied research and extension with operational innovations which have enabled improved irrigation both in terms of quality and area served. The project is now being expanded to several thousand hectares of the system preparatory to its implementation in other systems.

A water delivery system in Middle Egypt was renovated to providecontrolled gravity flow for more efficient distribution and use of irrigation water. After thorough planning and design, structural specifications were prepared for watercourse renovation, hydraulic control structures, internal access roads, and land leveling. Contracts were awarded and construction was initiated. The effort to perform extensive renovation of a water delivery system at the farm level required an experimental approach to develop the best methods for quality construction with the least disruption to farming practices and irrigation schedules. A summary of the specifications, the contracts and costs, the construction procedures, and recommendations for future work were prepared.

This paper presents the findings of a field experiment to secure farmer participation for system design and water management work in major irrigation scheme in Sri Lanka. The approach adopted was to employ a change agent to enable farmers to group into organizations based on a common hydraulic area. During the two and a half year period, over 200 farmer organizations were formed and farmer participation was successfully obtained, not only forsystem design, re-construction, operation and maintenance work but also for a few other activities. The paper concludes the need for development of human resources in addition to the investments on physical rehabilitation work.
