This paper analyses the impact of individual farmers’ participation in the National Smallholder Farmers’ Association of Malawi (NASFAM). Precisely the paper analyses the effect of participation on credit market access, fertilizer use and total incomes of its participants in the Kasungu district of Malawi. NASFAM is a form of producer cooperative with a number of socio-economic functions. Using data on income per capita, fertilizer expenditure and access to credit, this paper tests the hypothesis that participation in NASFAM positively impacted incomes, fertilizer use and credit acquisition. Employing Propensity Score Matching methodology to estimate Average Treatment Effects (ATT) on programme members, this paper finds evidence that participation in NASFAM had a positive effect on all the endogenous variables. Membership enhances household level incomes, fertilizer use and credit acquisition and is hence in line with national goals of poverty reduction, the Comprehensive African Agriculture Development Program (CAADP) principles, the SADC’s Regional Indicative Strategy Development Plan (RISDP) and the achievement of the Millennium Development Goals. Based on these findings and the fact that credit and fertilizer access are still problematic in Malawi’s rural areas, it appears that there is great need for NASFAM to expand to areas where it currently does not have activities. Such expansion would ensure food security over a wider range of rural households through improved input access.

Small-scale irrigation is playing an important role in adapting to climate change, achieving food security, and improving household incomes. The Ethiopian Government considers irrigated agriculture as a primary engine of economic growth and plans to increase the current level of irrigation infrastructure three-fold by the end of 2015. However, there has been concern regarding the performance and management of existing small-scale irrigation. Based on the assessment of 52 small-scale irrigation schemes, and three case study sites, we describe the challenges and interventions required to improve irrigation water management in Ethiopia. Though most schemes are operational, many do not operate at full capacity, due to design failures, excessive siltation, poor agronomic and water management practices, and weak local institutions. In addition to low returns, there is competition for irrigation water between upstream and downstream users, vegetable growers and cereal growers, and between farmers with large irrigable plots and those with small plots. Despite these challenges, our field assessment revealed that small scale irrigation increases crop yields, improves crop diversification, and reduces the risk of crop failure. We emphasize in this paper the need for incentives to improve productivity and minimize conflicts, while enhancing innovation capacity, developing scheme-specific intensification strategies, and promoting collective action. We also describe how benefits from water investments could be substantially increased by overcoming design constraints, strengthening water user associations, and protecting catchments.

Growing populations, changing market conditions, and the food security risks posed by rainfed cropping and climate change collectively indicate that Sub-Saharan African nations could benefit from transforming agricultural production to more intensive yet resilient and sustainable systems. Although highly underutilized, emerging evidence indicates that groundwater may be more widely available than previously thought, highlighting its potential role in facilitating such a transformation. Nevertheless, the possibility for such a transition is conditioned by number of complex factors. We therefore construct a transition index that integrates data considering groundwater and energy availability and cost, market access, infrastructural needs, farm conditions and natural resource stocks, labor availability, climate, population density, as well as economic and political framework variables, using a principal component analysis based methodology. Using the consequent multi-dimensional transition index and constituent intermediate indices, we provide an assessment of groundwater irrigation potential discussed in consideration of Burkina Faso, Ghana, Malawi, Ethiopia, Nigeria, Zambia, Namibia, Cameroon, and Zimbabwe. Our results, though preliminary, provide a methodology for conducting such an integrated assessment, while deriving a holistic set of policy options considering the transition towards appropriate use of groundwater for agricultural development.

Significant expansion of irrigated agriculture is planned in Africa, though existing smallholder schemes perform poorly. Research at six schemes in Mozambique, Tanzania and Zimbabwe shows that a range of problems are exacerbated by poor management, with limited market linkages leading to underutilization and a lack of profit. Improving sustainability of these complex systems will require: multiple interventions at different scales; investing in people and institutions as much as hardware; clarity in governments’ objectives for their smallholder irrigation schemes; appropriate business models to enable farmers; and better market linkages.

African governments have ambitious plans to expand irrigated agriculture, though existing smallholder schemes have largely failed to use land and water sustainably or become profitable. Six government-owned irrigation schemes in Mozambique, Tanzania and Zimbabwe were assessed to identify common policy barriers and opportunities for higher productivity among smallholder farmers. Issues like insecure land tenure systems, unclear institutional arrangements and poor access to markets have contributed to limited profitability. Reform of currently insecure land tenure, strengthening farmer organizations and reforming policies are recommended so that governments step back from scheme management and foster market linkages to enable more profitable irrigated agriculture.

This paper provides a brief synthesis of research conducted on gender in irrigation, and the tools and frameworks used in the past to promote improvement for women in on-farm agricultural water management. It then presents results from the pilot of the Gender in Irrigation Learning and Improvement Tool (GILIT) in locations in Malawi and Uzbekistan in 2015. Through the results of the tool, the paper looks at benefit sharing between men and women farmers: (i) access to irrigation scheme resources (including information, for example, in the design phase; land, water and other inputs); (ii) participation in scheme management; and (iii) access to scheme benefits, including access to market information, packaging and payments. The indicators for the tool were modelled after principles reflected in existing gender policies and strategies, and intended to improve performance at field level in line with national and regional goals. The paper concludes with informal and formal constraints to gender-equitable outcomes from irrigation investments identified during the pilot, and suggests how the tool can be used by various development actors to improve the benefits for women from investments in agricultural water management.

Women play an increasingly greater role in agriculture. Ensuring that they have opportunities—equal to those of men—to participate in transforming agriculture is a prerequisite for sustainable intensification. Increased gender equity in agriculture is both a practical and a social justice issue: practical because women are responsible for much of the production by smallholders; and social justice because in many cases they currently do not have rights over land and water resources, nor full access to markets, and often they do not even control the crops they produce. Strategies to promote gender equity must be tailored carefully to the social and economic context.

This paper analyzes how sanitation can be improved in the informal settlements of East African cities through a hybrid model. Qualitative research was carried out in eight settlements in three cities. Findings show that all cities apply a hybrid model (with some variation) when providing improved sanitation to their residents. Sanitation services were available in all cities, but there was no evidence of the state actively organizing a functioning sanitation market in Kampala or Kisumu. This implies that a hybrid model with a strong and committed developmental state is the right choice in the context of the informal settlements of East African cities.

Despite having access to irrigation water, many smallholder irrigation farmers in rural South Africa remain subsistence-oriented, with little market participation. Their tangible and intangible assets influence production and market access. Largely qualitative data collected in rural Limpopo Province show that the farmers’ tangible assets supported production but in some instances restricted them from producing efficiently. Likewise, their intangible assets mostly limited their capacity to produce efficiently, to find markets or to organize themselves. These farmers’ tangible assets need to be upgraded and their intangible assets need strengthening to increase production capacity and marketing efficiency.

This book is devoted to the complex relationship between the global trading system and food security, focusing on two important elements: the Doha Development Agenda (DDA) and how food price volatility can be managed, or not, through trade instruments. The first section of the book is based on the premise that more trade integration can fight poverty and alleviate hunger. The second section examines whether managing price volatility is doable through more or less trade integration. This section deals in particular with policy instruments available for policy makers to cope with price volatility: food stocks, crop insurance, and export restrictions. Analysis concludes that without a strong and efficient World Trade Organization (WTO) capable of conducting ambitious trade negotiations, the food security target will be much more difficult to hit.

The flood-based farming systems in the Ayeyarwady Delta in Myanmar are changing. Change describes the modification of the flood pattern which is constituted by depth and duration of flooding and is the determining factor for rice cultivation. Flood-induced crop loss poses the major challenge to the farmers in the delta. To understand the flood-based farming systems in the Ayeyarwady Delta, the random forest algorithm was applied to generate rice suitability location models and to create suitability maps. Thus, correlations were observed between the developed definitions for the three rice growing areas based on quantitative interviews with farmers and the physical factors obtained from the input datasets – mainly remote sensing data concerning surface water and vegetation. To underpin the information of the generated suitability maps, human-water dynamics in the Ayeyarwady Delta are exemplified in terms of the pluralistic water research (PWR) framework (EVERS ET AL. 2017). Socio-economic and hydro-climatic drivers control this system and besides determine the suitable location of the three rice growing areas. This concept facilitates an understanding of the relationships and feedbacks of the human-water dynamics and is able to analyse flood risk mitigation in the Ayeyarwady Delta.

Climate change is a major environmental and socioeconomic challenge in Ethiopia in recent decades. The study site is one of the climate change prone areas affected by climate variability and extreme events. Therefore, a better understanding of area-specific and adaptation is crucial to develop and implement proper adaptation strategies that can alleviate the adverse effects of climate change. Therefore, this work was aimed to identify determinants of farmers' adoption of climate change adaptation strategies in Gondar Zuria District of northwestern Ethiopia. Primary data were collected through semi-structured questionnaires, observation, and interviews. Besides, the secondary data were also obtained from journal articles, reports, governmental offices, and the internet. The Multinomial and Binary logistic regression models with the help of the Statistical Package for Social Sciences (SPSS) (21th edition) were used to analyze the data. The multinomial logistic regression model was used to estimate the influence of the socioeconomic characteristics of sample households on the farmer's decision to choose climate change adaptation strategies. The result showed that age, gender, family size, farm income, and farm size had a significant influence on the farmers' choice of climate change adaptation strategies. The result also revealed that crop failure, severe soil erosion and shortages of water are major climate change-related problems than others. In order to alleviate these problems, farmers have implemented mixed farming, mixed cropping, early and late planting (changing sowing period), use of drought-resistant crop varieties, application of soil and water conservation techniques, shifting to non-farm income activities and use of irrigation. In contrast, access to climate information, total annual farm income, and market access variables are significant adoption determinants of climate change adaptation strategies by farmers' in the study site. Therefore, we recommend future adaptation-related plans should focus on improving climate change information access, improving market access and enhancing research on the use of rainwater harvesting technology.

Farming systems promoting crop production are important to match food security concerns. This research explores food security levels of different farming systems using the indicators of food availability, food access and food utilization. In Yamethin District, various households cultivated a combination of different crop of farming systems. Structured interviews were conducted with 282 farm households: monoculture farming system, multiple farming systems, and mixed farming system. The data were analyzed using weighted sum models. The assessment identified that the monoculture farming system had low food availability, high food access and moderate food utilization, while the multiple and mixed farming systems had moderate food availability, high food access and low food utilization. The study suggested that monoculture farm households should grow vegetables and build up crop exchanges to fulfill staple rice and increase food availability. Moreover, multiple and mixed farm households should allocate farm plots based on average farm land to hold high food security. Under adequate irrigation, 70% farm land for staple rice, 20% farm land for field crops and the rest (10%) for vegetables should be carried out from season to season. In rain-fed area, similar farm allocation should be performed during monsoon and short-season crops during post monsoon season.
