The paper reports on an evaluation of the Lift Irrigation Scheme (LIS) Chobin located near Baijnath, Kangra District, in the mid-hill region of the state of Himachal Pradesh. The study included a technical, economic, and social analysis. The technical component involved a review of the existing project plans and feasibility reports, an assessment of the nature and suitability of structures, potential and actual areas irrigated, effectiveness of water delivery in quantity and timeliness, and nature and extent of drainage problems, if any. The economic analysis reviewed the project plans and feasibility reports and computed the economic rate of return from the project including sensitivity analysis. The social component involved assessment of the social impact of the project and the nature of farmer involvement in project planning, design, and operation. Due to time and resources constraints the evaluation was based on rapid and quick appraisal techniques rather than on intensive data collection. The results of the evaluation, together with those from seven other systems evaluated following the same approach, have been useful to the state and to international agencies as feedback for project formulation and planning.

The paper presents an overview of the development of small-scale lift irrigation in Bangladesh and gives highlights on the recent experience of field research on the organization, management and performance of the irrigation systems. Section II discusses the diverse physical and social context within which these irrigation systems are being developed. This section also describes the historical background of irrigation development and shows how the priorities have changed over time from the initial large scale canal irrigation to the recent small scale lift irrigation technologies with the associated changes in government policies and in institutional approaches. Section III discusses the management functions of the present irrigation agencies and the important areas of farmer-agency interactions. The final section discusses the methodologies and the salient features of the author's recent field research on irrigation performance under different management approaches.

Presents the results of an evaluation of the performance of four tank irrigation systems and two river pump systems in northeast Thailand. Wet season rice yields were much lower in the pump projects and their construction costs were high compared to the tanks. The dry season returns varied a great deal among crops and projects. Low yields and high labor use resulted in negative net returns to farmers in a number of the projects during the dry season. In general, wet season irrigation was adequate, while only half the farmers practiced dry season cropping. The paper concludes with recommendations for improving project performance.
