The causes of low productivity are diagnosed, and some possible courses of action examined. The potential productivity of India's uncultivated rural lands is high, and there are excellent opportunities for increasing actual productivity and having the benefits accrue to the rural poor.

This interim report describes the difficulties that have arisen in reclaiming salt affected soil at Zawia in the northern periphery of the Nile Delta. Mainly these are natural ones: - a high water table, very saline groundwater, high evaporation rates, all of which combine to create the salinity problem; the consequent low permeability of the clay soil that makes it difficult to get leaching water to infiltrate; and the low-lying, flat nature of the land that makes it difficult to drain. Furthermore there are man made problems such as the difficulty in providing water in a controlled schedule, and the absence of chemical amendment. Described too are the results of Stages 1 and 2 of this project in which the local reclamation practice and then modifications to it were investigated. The broad conclusion of this is that these leaching operations were not successful because the field drainage was inadequate and hindered the flow through the soil profile of from the rather deficient supply in the canal network.

Reclamation of submerged land from the shallow tidal lagoons of the northern Nile Delta would, if it is practicable, add significantly to the total agricultural potential of Egypt. The feasibility of such development depends critically on the provision of a sufficient drainage system which will induce sufficiently rapid leaching of the soil salts and will prevent capillary re-salination and water-logging, without excessive freshwater inputs. The experience obtained in recently reclaimed land near Lake Burullus is helpful in demonstrating the main problems to be expected. Data from these projects is reviewed, and the main lines of research needs are deduced. A programme of research is suggested, centered on a proposed pilot reclamation in the lake.
