Barrio Pinagbayanan, Pila, Laguna is the site of a new farmers's association. Organized around the need for two irrigation pumps, 19 rice farmers have joined together to make the purchase and improve their incomes. The role of the change agent is described in this paper, along with many of the details crucial to the effective functioning of the association. The associations' financial resources, its organizational structure, and its broader purposes are discussed.

The history of a pump irrigation project in Gatanduanes, Philippines, is traced. Three pumps were introduced to the area in 1969, and a farmers' association established. The problems of this association and its relationship with the man responsible for installation and operation of the pumps, are analyzed. In 1972, an additional project was initiated which attempted to strengthen the association. Its progress in dealing with problems of land reform, water distribution, and credit are stressed.

This paper presents the findings of a field experiment to secure farmer participation for system design and water management work in major irrigation scheme in Sri Lanka. The approach adopted was to employ a change agent to enable farmers to group into organizations based on a common hydraulic area. During the two and a half year period, over 200 farmer organizations were formed and farmer participation was successfully obtained, not only forsystem design, re-construction, operation and maintenance work but also for a few other activities. The paper concludes the need for development of human resources in addition to the investments on physical rehabilitation work.

The small holder irrigation schemes have been existing in Zimbabwe for the best part of 50 years. Their establishment was geared initially towards providing food security in low rainfall areas, thus reducing or minimizing inter-regional maize transfers. These schemes can be said to have served a well- deserved purpose, except that there was no parallel development of the farmer to enable a complete take-over of the schemes through aself-sustained management system. The result has been that irrigation schemes in communal areas and indeed the irrigators themselves have remained dependent on government's support. There has thus been a noticeable lack of personal commitment and innovativeness.
