The need for achieving efficient, equitable and sustainable use of water resources to meet water demands of different sectors is pressing, particularly in areas where water resources are dwindling. Along with this is the quest for having a good understanding of the value of water in its different uses. Using a simplified model derived from the residual imputation approach (the Change in Net Income Model)we assess the value of water in irrigated paddy and hydropower generation in the Great Ruaha River Catchment (GRRC) in Tanzania. The estimated productivity of water (PW) in irrigated paddy ranges from 0.059 to 0.250 kg/m3 (for withdrawn water) and 0.126 to 0.265 kg/m3 (for consumed water). The PW in hydropower generation is estimated to range from 0.45 to 1.68 kWh/m3. In monetary terms the value of water in irrigated paddy is estimated at 15.3 Tanzanian shilling (Tsh)/m3 (for water withdrawn) and 0.19 Tsh/m3 (for water consumed). The values of water for hydropower generation are relatively higher than for irrigated paddy, ranging from 59 to 226 Tsh/m3. Yet, irrigated paddy also supports livelihoods of about 30,000 agrarian families in the GRRC, with gross revenue of about Tsh 15.9 million per annum and GRCC paddy contributes about 14– 24% of national rice production. We conclude that understanding the value of water in its alternative uses is key to fostering informed debate on water management and allocation, identifying the basis for making ‘agreeable’ trade-offs, the potential for improvement and creating linkages with water allocation options particularly in agricultural-based economies, where agriculture competes with other sectors and where water re-allocation decisions may involve large transfers of water from the sector generating the highest pro-poor returns (agriculture for this case) to the sectors generating the highest economic returns (hydropower generation and industrial uses).

When considering water management, formal institutions tend to overshadow the local informal ones although the latter guide day-to-day interactions on water use. Conversely, Integrated Water Resources Management (IWRM) has demonstrated a bias toward the formal state-based institutions for water management. A study was carried out to examine how local water rights and local informal institutional arrangements influence water management in the Great Ruaha River catchment in the Rufiji basin in Tanzania. Participatory appraisals were carried out, supplemented by focus group discussions, interviews, and a stakeholders workshop. It was found that local water rights, local water rotations and local water user groups are widely in use and are more influential than the formal water rights, water fees and water user associations (WUAs). Water allocation at the driest period depends on local informal relations among irrigators. More than 70% of water users surveyed choose to settle disputes over water via informal channels and the latter are more effective in resolving water conflicts and reconciling the antagonists compared to the formal routes. It was also found that although much emphasis and many resources have been expended in transforming local water rights and water related organisations to formal registered ones, the former have remained popular and water users feel more affiliated to local arrangements. The paper concludes that local informal water management can offer the best lessons for the formal management arrangements and should not be simply overlooked. Finally, the paper recommends that the formal and informal institutions should be amalgamated to bring forth a real Integrated Water Resource Management framework.

Water User Associations are community-based institutions that cover segments of rivers and are responsible for water management decisions. These are the result of institutional blueprints designed by the international community, widely adopted around the world. However, the implementation gaps between these generic institutional designs and the working on the ground are vast and require site-specific information to support water management decisions at the local scale. We used a hydrological modelling approach to assess how community-based decisions can maximize their outcomes and improve overall availability of water resources in the Great Ruaha River Catchment in Tanzania, a catchment that is under severe drought pressures and is of the utmost ecological, social, and political relevance at the national scale. We provide information to support decisions on when and where to focus conservation and management strategies by identifying the seasonal and spatial variability of water availability in the catchment. Our methods have the potential to be used in other catchments around the world. This study shows the importance of assessing the hydrological processes affecting the geographies of community-based institutions to identify priority areas of action.

Groundwater for Sustainable Livelihoods and Equitable Growth explores how groundwater, often invisibly, improves peoples’ lives and livelihoods. This unique collection of 19 studies captures experiences of groundwater making a difference in 16 countries in Africa, South America and Asia. Spring water, wells or boreholes have provided safe drinking water and reliable water for irrigation or industry for millennia.
