Estimates of net private and social benefits to irrigation water supply are shown for a case study area in the northern Nile delta region of Egypt. Net benefits are defined as gross revenues minus costs of production, including an imputed charge for family labor. Linear programming models of representative farms in the study area are formulated with particular reference to the possibilities of using less water per crop or shifting crops in response to changes in water supply. Model solutions are based both on government prices (with production controls) and hypothetical international market prices (with relaxed controls). Five different water supply scenarios are analyzed from current adequate levels of supply down to 40 percent reduction from that level. Total, average, and marginal net benefit functions are reported. Implications of the differences between the social and private benefit functions are discussed.

Discusses some general economic considerations regarding the allocation of water, touching on the role of government. Next, the beneficiary charges in theory and practice are discussed with reference to the role of valuation and to the potential effects of various types of charging mechanisms. Alternative approaches for determining marginal value are listed and evaluated. Concludes with a review of research on irrigation water pricing and some suggestions for further research.

This paper sets out some concepts and evidence relevant to the choice of market versus nonmarket institutions for managing irrigation water. Attributes of water and water resource systems of interest from economic, political and social perspectives are identified. Virtues and vices of market and nonmarket resource allocation systems are outlined. Incremental changes in both market and nonmarket institutions which have promise for improving system effectiveness are suggested.

This paper assesses how alternative methods of charging for irrigation water in Egypt impact on allocative efficiency. A range of pricing schemes including a flat land tax, a crop charge, and volumetric charges were tested using a linear programming model. The different pricing systems were compared under varying levels of water scarcity. Both the efficiency and economic impacts were compared and the transaction costs considered.

The impact of irrigated agriculture on regional economies is a subject of continuing interest and debate. A cross sectional analysis of 1978-1980 U. S. census data for 104 counties in the northern High Plains is formulated. A recursive system of equations is estimated and used to derive multipliers of irrigated acreage on employment. Effects of irrigation on local employment are statistically very significant but not substantively large in the context of a developed economy.
