The Kaleya Small Holders' Scheme was begun in 1980 and the settling of the 302 small holders should be completed in 1988. The scheme will use water from the Kafue River to cultivate 1885 hectares of sugar cane for the neighboring Nakambala sugar estate. Two-thirds of the cane will be grown by the small holders each with four hectares holdings, while the remainder will be the responsibility of the Small Holder Company, which manages the scheme. The operation of the scheme, the nature of the crop and the origins and characteristics of the small holders are likely to create a number of difficulties in the establishment of a stable small holder community. Some of these problems are discussed and considerations to be borne in mind for small holder selection and training are outlined.
