Public intervention in farmer managed irrigation systems was systematized in Thailand in 1979. Before that, requests for government funding were chaotic, resulting in confusion and unfair distribution of funds. The paper describes the national implementation procedure, including the steps and agencies involved, for the development of small irrigation systems. An analysis of the performance of the various agencies involved in the process is made. The paper concludes with recommendations that can be made from the analysis.
