The academic literature on trade-offs in ecosystem management has paid relatively little attention to justice and poverty reduction objectives. The aim of this paper is to highlight the multiple dimensions of trade-offs in ecosystem services management for poverty alleviation, and to support decision-makers in planning for the almost inevitable trade-offs arising from environmental interventions. The paper brings together different dimensions or lenses through which to analyse trade-offs in ecosystem management for poverty alleviation in a low-income country context. Following a literature review of trade-off decisions, the paper introduces the Balance Sheets Approach to structure trade-off analysis and appraise decisions. We apply the Balance Sheets Approach to analyse five case studies set in very different social-ecological systems where trade-offs were pertinent and undermined poverty alleviation. We show how the combination of ‘positive’ approaches, often used at strategic level, with ‘value’ approaches which analyse multiple values, multi-scale governance, power and capacity, is necessary to analyse complex trade-offs. Based on the case studies we identify four lessons for future trade-off analysis in the context of ecosystem management for poverty alleviation in low-income settings.

This paper follows the transition from ethnobotany to a deeper scientific understanding of the food and medicinal properties of African agroforestry tree products as inputs into the start of domestication activities. It progresses on to the integration of these indigenous trees as new crops within diversified farming systems for multiple social, economic and environmental benefits. From its advent in the 1990s, the domestication of indigenous food and non-food tree species has become a global programme with a strong African focus. This review of progress in the third decade is restricted to progress in Africa, where multi-disciplinary research on over 59 species has been reported in 759 research papers in 318 science publications by scientists from over 833 research teams in 70 countries around the world (532 in Africa). The review spans 23 research topics presenting the recent research literature for tree species of high priority across the continent, as well as that in each of the four main ecological regions: the humid zone of West and Central Africa; the Sahel and North Africa; the East African highlands and drylands; and the woody savannas of Southern Africa. The main areas of growth have been the nutritional/medicinal value of non-timber forest products; the evaluation of the state of natural resources and their importance to local people; and the characterization of useful traits. However, the testing of putative cultivars; the implementation of participatory principles; the protection of traditional knowledge and intellectual property rights; and the selection of elite trees and ideotypes remain under-researched. To the probable detriment of the upscaling and impact in tropical agriculture, there has been, at the international level, a move away from decentralized, community-based tree domestication towards a laboratory-based, centralized approach. However, the rapid uptake of research by university departments and national agricultural research centres in Africa indicates a recognition of the importance of the indigenous crops for both the livelihoods of rural communities and the revitalization and enhanced outputs from agriculture in Africa, especially in West Africa. Thus, on a continental scale, there has been an uptake of research with policy relevance for the integration of indigenous trees in agroecosystems and their importance for the attainment of the UN Sustainable Development Goals. To progress this in the fourth decade, there will need to be a dedicated Centre in Africa to test and develop cultivars of indigenous crops. Finally, this review underpins a holistic approach to mitigating climate change, as well as other big global issues such as hunger, poverty and loss of wildlife habitat by reaping the benefits, or ‘profits’, from investment in the five forms of Capital, described as ‘land maxing’. However, policy and decision makers are not yet recognizing the potential for holistic and transformational adoption of these new indigenous food crop opportunities for African agriculture. Is ‘political will’ the missing sixth capital for sustainable development?

There are growing calls to adopt more sustainable forms of agriculture that balance the need to increase production with environmental, human health, and wellbeing concerns. Part of this conversation has included a debate on promoting and mainstreaming neglected and underutilized crop species (NUS) because they represent a more ecologically friendly type of agriculture. We conducted a systematic review to determine the ecosystem services derived from NUS and assess their potential to promote functional ecological diversity, food and nutritional security, and transition to more equitable, inclusive, sustainable and resilient agricultural landscapes and food systems in Africa. Our literature search yielded 35 articles for further analysis. The review showed that NUS provide various provisioning, regulating, cultural, and supporting ecosystem services and several environmental and health co-benefits, dietary diversity, income, sustainable livelihood outcomes, and economic empowerment, especially for women. Importantly, NUS address the three pillars of sustainable development- ecological, social, and economic. Thus, NUS may provide a sustainable, fit-for-purpose transformative ecosystem-based adaptation solution for Africa to transition to more sustainable, healthy, equitable, and resilient agricultural landscapes and food systems.

Investments to rehabilitate irrigation infrastructure aim to enhance climate resilience and improve farmers' livelihoods in the face of hydrological risks. Studies seeking to assess the impacts from investments in irrigation primarily focus on yield and income-related poverty measures. This approach provides an incomplete picture of the distributional implications of investments, such as the impact of rehabilitated irrigation infrastructure on the subjective well-being of farmers. Drawing on data from 707 farmers in Madhya Pradesh, India, we explore whether investments to rehabilitate irrigation infrastructure are associated with changes in subjective well-being among smallholders. Our findings show a positive relationship between farmers with access to rehabilitated surface irrigation and well-being improvements. Results reveal that farmers in areas with rehabilitated irrigation canals experience improvements in subjective well-being which are 20%–30% higher in comparison to farmers in areas without rehabilitated canals. When results are disaggregated, we find a larger positive effect on well-being for farmers in deficient-rainfall areas compared to average- or high-rainfall areas. The integration of contextual factors related to subjective well-being into future assessments of infrastructure investments in India can enhance knowledge of the multidimensional benefits of canal irrigation among diverse farming groups facing differing degrees of hydrological risk.

Transfrontier Conservation Areas (TFCAs) are critical biodiversity areas for the conservation and sustainable use of biological and cultural resources while promoting regional peace, cooperation, and socio-economic development. Sustainable management of TFCAs is dependent on the availability of an eco-agriculture framework that promotes integrated management of conservation mosaics in terms of food production, environmental protection or the conservation of natural resources, and improved human livelihoods. As a developmental framework, eco-agriculture is significantly influenced by existing legal and governance structures at all levels; this study assessed the impact of existing legal and governance frameworks on eco-agriculture implementation in the Lubombo TFCA that cuts across the borders between Mozambique, Eswatini, and South Africa. The assessment used a mixed research method, including a document review, key informant interviews, and focus group discussions. Although the three countries have no eco-agriculture policies, biodiversity practices are directly or indirectly affected by some policies related to environmental protection, agriculture improvement, and rural development. The assessment found that South Africa has the most comprehensive policies related to eco-agriculture; Mozambican policies mainly focus on equity and involvement of disadvantaged social groups, while Eswatini is conspicuous for explicitly making it the responsibility of each citizen to protect and safeguard the environment. The protection of conservation areas is critical to preserving natural habitats and ensuring the continued provision of ecosystem services. The lack of transboundary governance structures results in the Lubombo TFCA existing as a treaty on paper, as there are no clear processes for transboundary cooperation and collaboration.

This study examines key factors influencing the economic benefit of rainwater harvesting on the household at the Mongla Upazila in the Bagerhat district of coastal Bangladesh. The household survey questionnaire was used to collect primary data from 1040 households. The Ordinary Least Square (OLS) regression analysis was applied to understand the relationship between economic benefit and factors that can affect economic benefit in the household. The empirical result shows that income (1.103**), storage capacity (0.574***), water price (32708.9***), age of rainwater harvesting (100.083***), and total cost (1.627***) positively impact economic benefit while the number of children (35.531**) has a negative relationship. The finding confirms the validity of statistical hypotheses. In addition, heterogeneity analysis was employed to test the model's strength and robustness check to validate the structural function and efficiency of the regression model. The finding concludes with policy recommendations, especially for rain-intensive countries that focus on (i) formulating and implementing rainwater harvesting policy; (ii) integrating rainwater harvesting as a tool for poverty reduction and achieving sustainable development goals; (iii) minimizing mismanagement of (rain) water that causes floods; (iv) initiating programmes and taking the necessary steps for providing financial and non-financial incentives for rainwater harvesting in commercial, and non-commercial buildings.

Agroforestry enhances farmers’ ability to adapt to climate change and delivers multiple ecological, social, and economic benefits. However, scientific evidence linking agroforestry as a Nature-based Solution (NbS) to the achievement of the Sustainable Development Goals (SDGs), and in particular the localization of these goals, is limited. Using a case study from a drought-prone region of southern India, this paper uses a qualitative research methodology to demonstrate how agroforestry offers NbS that localize 10 of the 17 SDG targets. In doing so, it identifies farmers' intrinsic motivations, barriers to the adoption of agroforestry practices as means to adapt to climate hardships, and the role of the carbon market in rewarding environmental stewardship.

This case study focuses on the farmers’ narratives, and puts their perspectives at the forefront, emphasizing on basic needs of the poorest of the rural poor, illustrating the “real world” setting of developing countries. The information presented in this paper will be of interest to practitioners, researchers, and policymakers working on community-based NbS in developing countries, as well as those interested in agroforestry as a strategy for advancing the SDGs and its scope under global initiatives as UN Decade for Ecosystem Restoration.

Irrigation expansion is critical for agricultural and rural development, food and nutrition security, and climate change adaptation in Sub-Saharan Africa (SSA). Lack of accessible energy for irrigation development due to limited off- and on-grid infrastructure and the resulting dependence on costly fuel-based irrigation have been key inhibiting factors for irrigation expansion in the region. Off-grid solar-powered irrigation pumps (SIPs) can overcome many of the energy access and other challenges in the region, but their uptake has been slow. Given the nascent development of the solar irrigation sector in SSA, this paper combines a review of the peer-reviewed and grey literature with key informant interviews to identify systemic barriers to the adoption and growth of solar-powered irrigation. We identify uncovered risks, lack of incentives, and lack of capacity as the key factors limiting the adoption of solar-powered irrigation. Moreover, despite significant global cost reductions, solar-powered irrigation systems remain costly in SSA due to limited market development and geographical constraints. Lack of regulation and low investment in building local institutions and value chains further affect uptake and inhibit leveraging the energy transition for ensuring food security and agriculture-led poverty alleviation in SSA. We propose a move away from thinking of SIPs as “silver bullets” and towards a systems approach and the design of context-specific solutions to address risks, incentives and capacity challenges.
