This paper considers the implications of rising prices of major food commodities in southern Africa. First, a global perspective on the phenomenon is provided, focusing on the key factors driving the upsurge in prices. Recent trends in food prices in a representative selection of southern African countries are then considered. Emerging evidence of poverty impacts is presented. The policy challenges and options facing the region’s governments are then discussed. Broad conclusions round out the analysis. The paper’s central argument is that appropriate policy responses to effects of rising food prices involve a mix of short-term social protection responses, long-term measures aimed at spurring agricultural productivity growth, and domestic and regionally conceived and implemented efforts to rationalize and strengthen the roles of public sectors in the region’s food economies.

This paper reviews the link between agricultural growth and poverty reduction in Malawi. The contribution of the agriculture sector in Malawi has been fairly stable over time, accounting for more than one-third of gross domestic product. However, the performance has been mixed in terms of growth rates, with more growth witnessed in the 1960s and 1970s and erratic growth rates in subsequent periods. The analysis also shows no significant link between the growth in the agricultural sector and indicators of poverty such as malnutrition rates and poverty head count ratio. The disappointing performance of the agriculture sector can be attributed to many factors including declining farm productivity, rain-fed nature of cultivation and associated exogenous shocks, thin agricultural markets, policy reversals and associated uncertainties, and declining public investments in the agricultural sector. In order to revive the agricultural sector, the study recommends policies towards greater commercialization, revitalization of extension services and increased investments in marketing systems, rural infrastructure and irrigation development.

The purpose of this document is to develop a framework to be used in monitoring progress towards the successful implementation of CAADP and for providing a conceptual basis for assessing the impacts and returns to CAADP investments. With the perspective of managing for impact, the main objectives are: (1) to identify a set of key indicators that are consistent with the underlying logic of CAADP to track progress in resource allocation and achieving stated targets and help answer questions related to the relevance, effectiveness, efficiency, impact and sustainability of the programme; (2) to identify the data required, sources, and methods for estimating values of the indicators; and (3) to lay out a plan for implementing the framework in terms of collecting, managing and analyzing the data, reporting results of the analysis, and obtaining and incorporating feedback for further improvement of the system. This document, and the ultimate outputs of the M&E system, is thus primarily targeted to stakeholders at the national, regional and continent-wide level involved with directing or managing resources for implementing CAADP. This includes: Ministries of Finance, Agriculture, and Local Governments; Departments of Agriculture within Regional Economic Communities, AU/NEPAD, and the donor community concerned with agriculture in Africa. The document and outputs of the system will also be useful to researchers and others interested in CAADP or knowledge on monitoring and evaluating public agricultural investments in general.
