In 1972 the TANU political party (Chama) formulated an irrigation policy and in 1974 Chama decided to give new emphasis to small-scale irrigation projects. The author is interested in focussing on the issue of local organization of the Tanzanian small-scale irrigation projects. He suggests models of organizing and operating the small-scale irrigation systems based on the Tanzanian formal village organization.
