This book starts with an introduction and overview of progress and challenges in knowledge and capacity development in the water sector. The next part presents tools and techniques that are being used in knowledge and capacity development in response to the prevailing challenges in the water sector, and a review of experience with capacity change in other sectors. In the third part a number of cases are presented that cover knowledge and capacity development experiences in the water resources and water services sectors. This part also presents experiences on water education for children and on developing gender equity. The fourth part provides experiences with the monitoring and evaluation of knowledge and capacity building.

This paper examines mutual recognition of professional engineering qualifications and the globalisation of accreditation of engineering education by US organisation ABET. Scrutiny of the Washington Accord on mutual recognition and a recent attempt to gain ABET accreditation for a UK civil engineering degree programme highlights differences between ABET and the UK Engineering Council. The ambiguity of the Washington Accord also means it may be interpreted differently by signatories. It is suggested that ABET accreditation and the US professional engineer (PE) qualification may become the de-facto global standard due to lack of significant competition from the UK or Europe.

This article describes CGIAR’s experience with group facilitation over 10 years. CGIAR is a global partnership that unites organizations engaged in research for a food-secure future. Including 15 research centers with a total of nearly 9,000 staff, CGIAR embarked a decade ago on an effort to improve how teams meet, think collectively, and make decisions. Inspired by participatory approaches, which had been used since the 1980s to involve farmers in research, the leaders of this effort aimed to tackle challenges faced by research teams and partnerships, and since then, the need for more effective stakeholder engagement and the consequent demand for group facilitation have steadily increased. Based on the experiences of the co-authors, a survey, complemented by follow-up conversations with CGIAR in-house facilitators and researchers, as well as professional consultant-facilitators and partners, this case study analyzes the evolution of facilitation, its added value, and current trends. In addition, the authors discuss the different ways and contexts in which facilitators have worked in CGIAR and some of the facilitation essentials that emerge from the author’s enquiry. This article should be of particular interest to knowledge management practitioners working in research and development, as it offers hints on how to position facilitation as an essential tool for stakeholder engagement and participatory decision-making in research-for-development organizations.

Donor sponsored projects are often criticized for the tendency to impose standardized institutional and technical solutions in irrigation. Although, this might be the case, a project is based on internal actors, ‘project owners’, who influence solutions and implementation processes. Little attention has been paid to project owners, internal dynamics and how these shape aid projects. In this paper, a water user associations (WUAs) project in Central Asia is explored, which introduced flow regulating and metering devices (hydroposts). It is explored how change within project owners, differences in their interests and absence of a proper knowledge management system within the project influenced the alteration of project objectives, causing failure of the implementation process. The paper concludes that internal dynamics within projects are the main source of project uncertainty and risk. Some recommendations are offered how these risks can be minimized.
