Discusses the jointly funded Word Bank/USAID Command Water Management Project in Pakistan in which the new "Management by Results" approach is being tested on a pilot basis. Highlights specifically institutional constraints and trained managerial manpower shortages. Begins with an overview of the Command Water Management Project. The major part of the paper then discusses the management of irrigation projects utilizing an improved management theory, "Management by Results," and its specific application to the Pakistan project.
