This paper describes the experiences of an NGO, the Aga Khan Rural Support Programme (AKRSP), in supporting the formation of lift irrigation cooperatives and their performance as multifunction organizations (MFOs), in South Gujarat, India. It also examines the conditions under which Irrigation Organizations (IOs) are likely to become multifunction. It then discusses the mechanisms which facilitate the functioning of irrigation organizations and multifunction organizations.
