This paper discusses some of the factors that are not well dealt with by the decision-makers, planners and designers at various stages of proposed small holder irrigation development. After a reasonably successful take- off period, schemes often do fail. This failure is evidenced, among other things, by diminishing returns, declining yields per unit area, lack of interest by the farmers and their continual indebtedness. Such failures are usually directly attributed to the farmers, yet often part of the truth is an overall lack of viability of the project design itself. Failures may be minimized by the improvement of project designs to place the irrigation activities into the hands of the farmer. This calls for a development philosophy which is more farming than commodity oriented. Since farmer participation defines, initiates and effects the project, it provides a significant basis for project.

Botswana currently depends on imports for 80-90% of its vegetable consumption. The Botswana Government is, however, trying to encourage local production for increased self- sufficiency. Botswana is a semi-arid country and both population and water sources are widely scattered. Often the yield of a water source limits the area that can be irrigated at a particular place. Consequently, vegetable farms are small, usually less than five hectares in size. The scattered population leads to problems with marketing. It is uneconomic for farmers to transport small quantities of produce over long distances to find a market. The Department of Agricultural Research is therefore pursuing the "market garden" approach, with individuals or groups of farmers groups of farmers growing a range of produce to try and satisfy their local market. Production is carefully planned to provide as continuous a supply as possible of the major vegetable crops. Irrigated plots have been established (or are planned) in different climatic areas of the country. These are run as "commercial" market gardens and data on costs of production, yields and returns recorded. Information on crop growth and profitability in different areas and at different times of year is obtained. Sample data are presented and problems experienced with these units are discussed.

The book reviews alternative approaches to pre-sanction appraisal of irrigation projects such as those suggested by the Second Irrigation Commission, the World Bank and UNIDO. Details of alternative methodologies and social benefit cost analysis (SBCA) of various technical alternatives have been presented by using the Auranga Reservoir Project in Bihar as an illustration. A computer programme in Fortran 1V has been included as a useful tool for performing necessary appraisals and sensitivity analysis.

The purpose of this report is to document the actual irrigation practices of the farmers in two Egypt Water Use and Management Project (EWUP) areas, Abyuha in El-Minya Governorate and Abu Raya in Kafr El-Sheik Governorate. Data on the farmer practices were abstracted from the EWUP R4 Farm Records for the 1979-1980, 1980-1981, and 1981-1982 record years. The study case data were divided into 15 day periods with the winter closure period eliminated from the analysis. A comparison of the actual planting and harvest dates with the expected dates indicated that the actual dates were later than the expected dates by about two weeks. A comparison of the actual number of irrigations with the expected number of irrigations indicated that farmers apply close to the expected number or fewer. The analysis indicated that irrigation gaps for some crops range as high as 89 days. The aggregate demand on the delivery system in both study areas tended to be highest in the periods immediately before and after winter closure and the summer periods, June through September. Comparing the measured water discharged into the Abyha canal with an estimated demand for selected periods indicated that relative fluctuations in the delivery of water correspond fairly well to the demand during the same period. A comparison of the measured water discharge into the Om Sen canal with an estimated demand for selected periods indicated excess delivery of water during the winter periods, periods where shortages of water delivery could have occurred, and a general lack of correspondence of the fluctuations in discharge to the fluctuations in demand.
