Examines the responsibilities undertaken by government agencies at the central, provincial and local government levels in the field of irrigation and drainage development in the context of the objectives and targets of Indonesia's development plan, Repelita III. Identifies the current level of financial contributions being made to perform these responsibilities by central and local governments respectively and any other significant sources such as international aid and payments to village officials. Considers current target levels of operation and maintenance expenditure and examines current methods of determining local variations in O & M requirements. Examines possible problems caused by the multiplicity of sources of finance for irrigation and drainage O & M and by the absence of local taxes or charges specifically earmarked for this function. Also examines possible problems caused by the different boundaries of the ecologically determined zones on which irrigation management is organized and of the administrative zones of the kabupatens. Finally, the paper suggests what criteria might be adopted in assessing the future scale and structure of central and local government financial contributions to the execution of irrigation and drainage programs at the provincial and local government levels and what degrees of discretion should be allotted to local government agencies in deciding their detailed use.

This paper records objectively the historical development, implementation, and management of Pakistan's Salinity Control and Reclamation Projects (SCARPs). Field and management data from SCARP-I, SCARP-II, and Khaipur SCARP are used in the analysis. Direct economic feasibility of the SCARPs is considered and compared with that of private tubewell development.

The paper is concerned with the development and use of general approaches for irrigation management that are not specific to any irrigation system and can be applied in a broad range of situations. It attempts to (1) clarify the concept of an irrigation management methodology; (2) examine to what extent methodologies are available and used in practice in the management of irrigation systems around the world; and (3) explore research needs and draw lessons which may be employed in the development of improved methodologies. The focus of the paper is on large-scale, publicly administered irrigation systems such as those prevalent in much of South and Southeast Asia.

Discusses the state involvement and implications of that involvement in the implementation of the Village Irrigation Rehabilitation Programme (VIRP) in Sri Lanka. Briefly reviews the Village Irrigation Rehabilitation Programme including the benefits, project area and cost, implementing agencies, and selection criteria for tank rehabilitation. Examines the rehabilitation program of the VIRP from the pre-construction stage, through the design and construction stages. The paper then elaborates on the water management program under the VIR Project. The author concludes with some research issues that would improve the work done in the VIRP. The paper presents an overview of the development of small-scale lift irrigation in Bangladesh and gives highlights on the recent experience of field research on the organization, management and performance of the irrigation systems. Section II discusses the diverse physical and social context within which these irrigation systems are being developed. This section also describes the historical background of irrigation development and shows how the priorities have changed over time from the initial large scale canal irrigation to the recent small scale lift irrigation technologies with the associated changes in government policies and in institutional approaches. Section III discusses the management functions of the present irrigation agencies and the important areas of farmer-agency interactions. The final section discusses the methodologies and the salient features of the author's recent field research on irrigation performance under different management approaches.

Presents the findings from a pilot project study of a tank rehabilitation project in Tamil Nadu. The objectives of the study were to (1) examine the present status of the tank system and design measures to remedy the deficiencies; (2) implement the needed physical improvements and suggest measures for better water distribution and management; and (3) monitor the post rehabilitation irrigation practices adopted by farmers and evaluate their effectiveness. A comprehensive diagnostic analysis was undertaken and suggestions were made regarding the improvements needed for the physical facilities.

Describes the background for government intervention in irrigation systems in the Philippines. Two types of systems resulted from this intervention: (1) groups of communal systems were improved, consolidated, and expanded into government managed (national) systems; and (2) other communal systems were improved and expanded by the government without any obligation on the part of the farmers to pay for construction costs but with the management of the system remaining under the farmer irrigation association. Describes two pilot projects which were established by the National Irrigation Administration (NIA) as 'learning laboratories' to develop a process of maximizing farmers' participation. The paper concludes with lessons the NIA has learned from action research on farmers' participation.
