The paper presents an overview of the existing irrigation systems in Morocco with a focus on farmer managed systems. The author presents a brief history of the Moroccan irrigation systems in terms of water laws, government intervention and management organizations. The various reasons for the growing public interest in improving existing farmer managed irrigation systems together with the major problems facing intervening government agencies are reviewed. Finally, ideas for future research are presented. Discusses government intervention in the farmer managed irrigation systems in Bali called 'subak'. In general the government assistance in the construction of permanent dams, primary and secondary canals have been highly appreciated by the farmers since it has reduced the burden of the subak in repairs and maintenance of the main system. Although the operation and maintenance of the main system has become the responsibility of the government, the farmers still can be mobilized for repairs to the main system when a lot of human labor is required. In contrast to the main system development assistance, the tertiary development assistance has been highly criticized and less acceptable to farmers. The complaints focus mainly on (a) the perpendicular branching system of tertiary boxes introduced by the government as a substitute for traditional boxes and which provides an inequitable distribution of water; (b) embankments damaged due to overtopping of the canal during the rainy season since the government replaced the inflow sections with narrower ones; and the quality of the structures were, in many cases, inferior to the previous ones built by the subak on a self-help basis.

Public intervention in farmer managed irrigation systems was systematized in Thailand in 1979. Before that, requests for government funding were chaotic, resulting in confusion and unfair distribution of funds. The paper describes the national implementation procedure, including the steps and agencies involved, for the development of small irrigation systems. An analysis of the performance of the various agencies involved in the process is made. The paper concludes with recommendations that can be made from the analysis.

Discusses the organizational structure, approaches and functions of the various agencies that are involved in developing irrigation projects in Nepal. The agencies reviewed include: Department of Irrigation, Hydrology and Meteorology (DIHM); Ministry of Panchayat and Local Development (MPLD); Agricultural Development Bank, Nepal (ADBN); and the Farm Irrigation and Water Utilization Division (FIWUD) under the Ministry of Agriculture (MOA) which includes the Water Utilization Program and the Farm Irrigation or Small Irrigation Program. The author concludes by enumerating some issues regarding government intervention in farmer managed irrigation systems.
