This report presents the findings of a study that was carried out by the author in January and February 1988 to examine the performance, present status and potential for expansion of the National Development Foundation (NDF)'s "Tank Renovation Project" in Kurunegala District, Sri Lanka. The report also discusses the organization, capacity and experience and the NDF in carrying out such programmes. Finally, the report presents briefly the economic condition of two pre-rehabilitated tank-communities in Kurunegala and Puttalam Districts.

The outcome mapping tool presents an approach to assist planners to monitor the implementation, adoption, and changes in attitude and behaviour of the stakeholders. Outcome Mapping is a participatory planning, monitoring and evaluation methodology which focuses on the contribution of a program to changes in the actions and behaviours of the ‘boundary partners’. Applied to knowledge and learning strategies, Outcome Mapping facilitates communication and has a number of potential other benefits.
