The limited and threatened resources of water and soil are faced with rising per capita requirements and a world-wide increasing population. Up to the present ICID has not taken into account various new problems such as: The ecological factor of technical projects, soil protection in general, prevention of natural catastrophes, rehabilitation possibilities of damaged ecological systems. The aim of research of ICID and its committees have to be redefined and adapted to these problems. Our major emphasis should be create an under- standing for the importance of ecology and the kybernetic rules in the development of landscapes. Membership in working groups should be bound to an active collaboration.
