The purpose of this study is to assess the relationship between externally stimulated development and continued community control in the Senegal River Basin of West Africa. This micro level irrigation impact study reviews the contents of the technical package and the impact it has on the individual peasant, local village organization, regional organizations, and the national and international agencies involved in the rural development process. The study focusses on: (1) the tension between local autonomy and state intervention; (2) the nature of leadership, participation and organizational response through emerging water users' associations; and (3) the local, regional, national, and international linkages.

Large scale irrigation potential has been developed in the past two decades in Sahel and Sudan Savanna zone of West Africa. The total irrigated area is likely to exceed 2m ha. In view of the high cost involved and to make the most efficient use of irrigation water, crop choice, time of growth and climate should be closely matched for optimum crop productivity. Results showed that the crop intensity can be increased from less than 75% in rainfed to 300% in irrigated farming. This paper suggests an irrigated cropping pattern based on the on-station research in the Sahel and Savanna zone of West Africa with special reference to Nigeria.

In runoff irrigation, overland flow generated by heavy rain storms is directed to cropping areas without temporary storage facilities. This ancient technique encounters new interest to make better use of the scarce water resources in semi-arid regions. In a recent research project, parameters relevant to runoff irrigation have been elaborated. The topographical, climactic, hydrological, pedological, agricultural, and sociological conditions are the most important ones in determining the suitability of runoff irrigation. Field visits, statistical analysis, evaluation of aerial photographs and of satellite images are the means to establish the parameters. This paper deals with experiences gained in a case study in the West African Sahel.
