In system analyses for establishing optimal development programs for large irrigation projects it is necessary to assume an expansion rate (irrigated hectares per year) that fulfills the same function as the demand forecasts in similar studies for other sectors (energy supply, transportation). This paper describes the insights gained on this subject in the course of studies for the Action Plan for the Semi-Arid Northeast complemented with waters from the Sao Francisco River (Brazil) and proposes methodological principles for solving the problem.
