Various operation strategies are followed in irrigation schemes in India. A supply-oriented operation strategy was introduced under the National Water Management Project (NWMP) in South India. A key feature of the NWMP is the development of an operation plan, which consists of water delivery schedules and operation rules and regulations. The new operation strategy requires the Irrigation Department to pay considerably more attention to planning, monitoring and evaluations of scheme operations. Critical to the success of the new operation strategy is the formulation of operation rules and regulations. It is realized that operation plans can only be developed gradually over time, as more and better data will become available. The first experiences with the new operation strategy are mixed. Soon it became clear that preparation of well fitted operation plans is extremely difficult. Lack of planning capabilities is a main factor. Furthermore, the absence of proper design procedures slowed down the re-design of the distributary system. However, the NWMP has achieved an awareness on the need for proper operation strategies as the basis for improved scheme operations.
