A field study was conducted in the upper part of the command area of the 2R main canal in the Meklong Right Bank Project during the 1981 dry season irrigation period. The objective of the study was to obtain an insight in present water management and irrigation practices before implementation of on-farm development works. To obtain the objective, field data on actual water use and information on agricultural aspects related to water management were collected and evaluated. The 1981 dry season study was the first one of a series of studies on water management and irrigation practices and water use which were planned in the Meklong Right Bank Project area during the Consultant's assignment. These studies will enable an evaluation of the impact of on-farm development on water management. This report describes the 1981 dry season study's methodology and results.

The Chao Phya Irrigation Improvement Project Stage II was implemented in the period 1977-1982. The project was the third in line of a long- term agriculture development programme in the northern Chao Phya plain. This programme was started in 1968 with the construction of land consolidation works in a pilot area of 1800 ha in the Chanasutr sub -project (1968-19730, for which technical assistance was provided by the Dutch Government. The second phase involved the construction of land consolidation in an area of some 16 000 ha under the Chao Phya Irrigation Improvement Project Stage I (1973-1977), for which funds were provided by the International Development Association (Credit 379-TH). The third phase, the Stage II project which is the subject of this report, involved the construction of similar works in an area of 63 000 ha, with financing from the World Bank (Loan 1468-TH). Although the Government of Thailand considers a continuation of the programme, it is not likely that a fourth phase will be implemented under the same terms nor with the same objectives as the previous phases, due to the fact that the dry-season water resources are limited and fully committed.
