Discusses the organizational structure, approaches and functions of the various agencies that are involved in developing irrigation projects in Nepal. The agencies reviewed include: Department of Irrigation, Hydrology and Meteorology (DIHM); Ministry of Panchayat and Local Development (MPLD); Agricultural Development Bank, Nepal (ADBN); and the Farm Irrigation and Water Utilization Division (FIWUD) under the Ministry of Agriculture (MOA) which includes the Water Utilization Program and the Farm Irrigation or Small Irrigation Program. The author concludes by enumerating some issues regarding government intervention in farmer managed irrigation systems.
