The paper stresses the importance to India of irrigation as a means tomeet current and future food demands. The authors argue that the major focus should be on restructuring existing irrigation systems to improve wateruse efficiency and the equitable distribution of irrigation benefits. Theystress that, in the past, too much emphasis has been placed on water impoundmentand the management of reservoirs and canals. Too little attention was givento the field level water management. An irrigation policy is called for that views land and water management problems as a whole.
