This paper is based on field data collected on a tank and an anicut irrigation system in Moneragala district. It attempts to understand the differences in institutional arrangements for irrigation water management as a consequence of differences in water source. The paper shows how with State penetration the institutional apparatus for irrigation management introduced at the local levels by the State has resulted in the blurring of differences that could have been attributed to the irrigation source. The paper also demonstrates how State penetration has contributed to a diminishing of the importance of the irrigation system from a social point of view while conversely increasing its importance from an economic point of view, not the least because of the increased value which irrigation has given to paddy land. The question which remains to be answered is what the consequences of increased State involvement, irrigation system refurbishment and in subsequent irrigation management are for issues of irrigation efficiency and equity in distribution.

Current investments for the improvement of village irrigation systems suggest a lack of understanding of the technological, managerial and organizational issues pertaining to minor irrigation systems. This is a result on the one hand of a lack of appreciation of the socio-economic changes that have been taking place in the macro setting as well as within the confines of small-scale irrigation systems, and on the other, the myopic policy view that these systems have somehow remained unchanged and display attributes of continuing strong social cohesiveness that can be tapped for purposes of irrigation management. This perspective has been largely responsible for the lack of compatibility between the government's intervention strategies and the prevailing socio-economic environment in village irrigation systems. This paper attempts to understand the socio-economic factors in operation in village irrigation systems today; factors that have been shaped by a process of continuous and increased state penetration into the rural areas such that these village irrigation systems no longer display the attributes of social and community organization that appear to under-score government programs. In doing so, the paper tackles the issue of community participation, as it simultaneously traces the reasons that shaped government policy with respect to the choice of interventionist strategies into the minor irrigation sector. Finally the paper makes a case for research into the dynamics of social change in rural Sri Lanka, so that more realistic and informed policy decisions would be the outcome. This report presents the findings of a study that was carried out by the author in January and February 1988 to examine the performance, present status and potential for expansion of the National Development Foundation (NDF)'s "Tank Renovation Project" in Kurunegala District, Sri Lanka. The report also discusses the organization, capacity and experience and the NDF in carrying out such programmes. Finally, the report presents briefly the economic condition of two pre-rehabilitated tank-communities in Kurunegala and Puttalam Districts.

The self evaluation method (SEM) brings project managers and beneficiaries together to evaluate their own, as well as project, performance. The SEM, as observed in two large-scale irrigation systems in South Asia, enhances the beneficiaries' understanding of the project and their self-confidence which further encourages them to take part in project activities more enthusiastically. The SEM also provides useful information on project activities and the beneficiaries' perceptions; this helps the project managers to improve the project performance.
