To assess the prospects for development of small agricultural watersheds in the semi-arid tropics there should be a clear idea of potential for cooperation by small groups of farmers. Cooperation would be particularly important if development included collection of runoff water on a catchment and use of the water on upland crops by several farmers. Cases of shared use of wells in southern, semi-arid tropical India are compared with results of literature studies and on-farm research. A basic distinction between rule-based cooperation and decision-based cooperation, is suggested.

Irrigation performance was analyzed in three diversion systems from 3,600 to 28,000 ha. Twenty-two turnout areas ranging from 5 to more than 20 ha and supplied by different irrigation techniques were monitored through both the wet and dry seasons. The results are mixed, but there is some evidence that water use efficiency in the dry season was higher in areas served by farm ditch rotational irrigation. Higher water use efficiency seems to be associated with the larger and smaller sized areas, but not with the intermediate sized areas (from 10 to 20 ha). Farmers do not practice rotational irrigation as it is practiced in Taiwan, and it does not appear to have significant value in the wet season.

Since the early 60s many rice-producing countries in Asia have launched agricultural diversification projects to stimulate farm productivity. However, these projects have succeeded in only a few countries. Perhaps, the pressure to diversify agriculture, especially the irrigated rice systems, were less compelling then than today. At present, the water supply scarcity in rice based irrigation systems and the low price of rice in the world market will constrain irrigation personnel and farmers to veer away from monoculture rice systems. As rice irrigation systems can hardly maintain productivity and equity under limited water supplies, they will diversify into less water-demanding non -rice crops. Similarly, as farmers continue to reel under low profits, sometimes losses, from rice farming they will consider crop diversification. This paper examines the driving and restraining forces in crop diversification, especially in irrigated rice-based systems. Technical, social and institutional issues in crop diversification are being presented to provide insights on (1) how existing rice-based irrigation systems can be operated or rehabilitated to permit cropping systems flexibilities and/or (2) designing and constructing new rice based irrigation schemes for crop diversification.

This paper is a synthesis of IIMI's research on irrigation management for crop diversification in Indonesia, the Philippines and Sri Lanka. It provides some conclusions and recommendations, the potentials and constraints to more intensive non-rice production during the drier part of the year in irrigation systems that have been developed primarily for rice production. The research results obtained from selected irrigation systems sites in the three countries from 1985 to date were analyzed and compared by establishing common reference points where they existed, such as common constraints, potentials and institutional arrangements and by explaining differences based on observed data for each system. Relevant secondary data other than from the research sites were located to shed further insight in the synthesis.
