Describes the main problems encountered by the World Bank in financing irrigation and drainage projects and outlines the procedures which the Bank is adopting to improve performance. Delays in project execution and subsequent cost overruns are attributed to shortcomings in technical preparation, planning, procurement, and funding. Poor scheme performance is linked with deficiencies in management and operation and maintenance.
