The paper presents a review of policy issues which are relevant to groundwater exploitation in the developing countries of the world. It examines the economic, technical and social issues which arise in the use of groundwater for irrigation and domestic water supplies and also those involved in the conjunctive use of ground and surface waters. The aim is to direct attention to crucial areas and to produce hypothesis which will be subsequently tested and verified so as to enable guidelines to be prepared for use in the evaluation of future projects.

The paper presents the results of a study to investigate ways to improve the effectiveness of functioning irrigation systems by examining the role of: (a) direct and indirect charges in meeting recurrent costs; and (b) increased farmer participation in system management. Five issues dealing with the pricing and management of irrigation water are examined with conclusions and recommendations included for each. The main conclusion from the study is that the resources for maintaining irrigation inputs must come from the direct beneficiaries.

This article concentrates upon the growing problem of soil waterlogging and salinity caused mainly from the lack of drainage and which threatens to destroy the food-producing capacity of the world's irrigated lands. Briefly summarizes the causes of drainage problems and the recent acceleration of such problems. Reviews some of the technical alternatives for irrigated land drainage and their economic implications. Concludes that there is still a great level of ignorance of the technical, financial, econometric, social, political, legal, and administrative aspects of drainage making it a fertile field for basic and applied research. Illustrated with several examples from Pakistan and Egypt.
