This article uses the example of Tamale, Ghana, to examine urban food system governance, with a focus on food production. Urban and peri-urban agriculture is common in West Africa, and supports food security and livelihoods globally. The analysis is grounded in the notion of everyday governance as a process co-performed by governors and subjects. Ideas from the conceptual tools of forum shopping and institutional shopping will be used to explain the dynamics inherent in urban food governance. We focus on data pertaining to land and water, major points of contention in this context. Examples are drawn from a database comprising interviews, focus group discussions, observational records and secondary data. They show how actors take advantage of gaps and ambiguities in governance to make selections between different institutions and the governance modes they represent, for example using administrative law to challenge a chief’s prerogative to sell land. They may also select the forums in which they do this, supporting the forum shopping and institutional shopping models as presented in the literature. Our data also show situations involving partial elements and extensions of forum shopping and institutional shopping. These include institutions shopping for the support of actors; strategic inconsistency, where actors present alternative arguments within an accepted forum, and hybrid governance, where multiple institutions and actor groups co-govern while acknowledging each other. Our work explains the way in which subjects and governors co-construct governance. The confirmation of subjects’ agency, and therefore the potential power of advocacy, is salient for governors as well as governed actor groups. Another relevant implication is that transparency is essential, especially in the co-construction of hybrid governance.

Perception of the social, ecological and economic aspects of food security differs depending on the gender of the evaluating expert. Understanding these differences is key to developing upgrading strategies (UPS) that can help stabilise and enhance food security. This is highly relevant for research on food value chains (FVCs) in sub-Saharan Africa, where subsistence farmers are highly exposed to food insecurity. Prior to their implementation, however, the potential social, ecological and economic impacts of UPS in the target areas should be carefully assessed.
This article reports on gender-based differences in perception and evaluates these differences using ex-ante impact assessments on the social, ecological, and economic aspects of food security and 13 UPS in the Tanzanian FVC that were carried out by agricultural scientists. The work is embedded in a larger multi-disciplinary research project. We find that impact assessments differed based on the gender of experts to various extents and depended on the types of criteria assessed. Female scientists were more careful during assessment, limiting themselves more strictly to the UPS and to criteria they were most knowledgeable in. Additionally, female respondents perceived the impacts of UPS on the economic and social sustainability of food security to be lower compared to their male colleagues. We therefore conclude that perceptions of female and male agricultural experts in strategy selection and implementation should be differentiated based on their gender. This may help reduce gender-specific challenges faced by African farmers.

Orphan crops play an important role in global food and nutrition security, and may have potential to contribute to sustainable food systems under climate change. Owing to reports of their potential under water scarcity, there is an argument to promote them to sustainably address challenges such as increasing drought and water scarcity, food and nutrition insecurity, environmental degradation, and employment creation under climate change. We conducted a scoping review using online databases to identify the prospects of orphan crops to contribute to (1) sustainable and healthy food systems, (2) genetic resources for future crop improvement, and (3) improving agricultural sustainability under climate change. The review found that, as a product of generations of landrace agriculture, several orphan crops are nutritious, resilient, and adapted to niche marginal agricultural environments. Including such orphan crops in the existing monocultural cropping systems could support more sustainable, nutritious, and diverse food systems in marginalised agricultural environments. Orphan crops also represent a broad gene pool for future crop improvement. The reduction in arable land due to climate change offers opportunities to expand the area under their production. Their suitability to marginal niche and low-input environments offers opportunities for low greenhouse gas (GHG) emissions from an agro-ecosystems, production, and processing perspective. This, together with their status as a sub-set of agro-biodiversity, offers opportunities to address socio-economic and environmental challenges under climate change. With research and development, and policy to support them, orphan crops could play an important role in climate-change adaptation, especially in the global south.

The food system is a major driver of climate change, changes in land use, depletion of freshwater resources, and pollution of aquatic and terrestrial ecosystems through excessive nitrogen and phosphorus inputs. Here we show that between 2010 and 2050, as a result of expected changes in population and income levels, the environmental effects of the food system could increase by 50–90% in the absence of technological changes and dedicated mitigation measures, reaching levels that are beyond the planetary boundaries that define a safe operating space for humanity. We analyse several options for reducing the environmental effects of the food system, including dietary changes towards healthier, more plant-based diets, improvements in technologies and management, and reductions in food loss and waste. We find that no single measure is enough to keep these effects within all planetary boundaries simultaneously, and that a synergistic combination of measures will be needed to sufficiently mitigate the projected increase in environmental pressures.

How should the CGIAR's research programme be focused to make it as impactful as possible given the changes being faced by the world's population over the next 10 years? This viewpoint suggests a firm emphasis on research needed to unlock the potential of food systems to deliver improved nutrition, environmental sustainability and stronger livelihoods, with a focus on the tradeoffs and synergies therein.

The security of food-energy-water (FEW) systems is an issue of global concern, especially in mega-urban regions (MURs) with high-density populations, industries and carbon emissions. To better understand the hidden links between urbanization and FEW systems, the pressure on FEW systems was quantified in a typical rapidly urbanizing region—the Bohai MUR. The correlations between urbanization indicators and the pressure on FEW systems were analyzed and the mechanism of the impact of urbanization on FEW systems was further investigated. The results showed that approximately 23% of cropland was lost, 61% of which was lost via conversion to construction land and urban areas expanded by 132.2% in the Bohai MUR during 1980–2015. The pressure on FEW systems showed an upward trend, with the stress index of the pressure on FEW systems (FEW_SI) ranging from 80.49% to 134.82%. The dominant pressure consisting of that has converted from water system pressure to energy system pressure since 2004. The FEW_SI in the Bohai MUR was enhanced with cropland loss and increases in urbanization indicators. Additionally, land use, populations, incomes, policies and innovation are the main ways that urbanization affects FEW systems in MURs. This study enhances our understanding of the variation in pressure on FEW systems in MURs and the effects of urbanization on FEW systems, which will help stakeholders to enhance the resilience of FEW systems and promote sustainable regional development.

India’s complete lockdown has caused unnecessary disruptions in the food supply chain, with the scarcity of labour making it even worse. A sharp decline in demand is imminent with the fi nancial sector being in a freeze and incomes having shrunk for everyone, except for the small salaried class. Consumer sentiment and business outlook on recovery are bleak. While ensuring the free movement of essential goods and availability and safety of labour can mitigate the immediate disruptions in the supply chain, unclogging the financial sector and restoring optimism in the market will take time and heroic efforts from the government.
