Beginning on 14 May 2016, a low pressure area over the Bay of Bengal caused torrential rain to fall across Sri Lanka. Some locations saw over 350 mm (13.77 inches) of rain fall in 24 hours. Floods and landslides have caused havoc in as many as 19 districts of the country, including around Colombo, causing floods and landslides which affected half a million people with causality reported over 100 and estimated economic losses closer to $2billion. In recent years, due to an increasing number in the frequency and intensity of extreme meteorological events potentially related to climate change, a growing attention has been paid to the operational use of satellite remote sensing applied to emergency response and relief measures. This is mainly due to the large and timely availability of different types of remotely sensed data as well as geospatial information acquired in the field which may be potentially exploited in the different phases of the disaster management cycle. IWMI jointly with Disaster Management Centre (DMC), Sri Lanka activated disaster charter with Sentinel Asia and escalated International Disaster Charter to access satellite images during the crisis response phase to support government agencies in relief and rescue measures. A total of 13 satellite images both microwave and optical datasets (ALOS-2, Sentinel-1, RISAT-1, RADARSAT-2, TerraSAR-X, FORMOSAT, Landsat-8) were provided by various space agencies to generate flood situation maps on a daily basis. The emergency flood situation maps were regularly shared to national and international organizations within 3-4 hours after the post-event image is acquired by the space agencies to support in relief measures. The derived flood maps were overlaid with local administrative division to give specific information on the priority area to the DMC and Air Force authorities to focus relief measures. These rapid response maps can further be used for postdisaster relief policy and damage assessment.

This article examines the role of social capital in the form of aid from the private sector, NGOs, universities, the public and others to help flood victims cope with floods. Research methods included collecting primary data via surveys and interviews, published secondary data, participatory observations and focus group discussions. The study finds that social capital builds collaborations and partnerships among disaster organizations, mobilizes the public as disaster volunteers, strengthens community resilience and deepens family ties. Social capital also builds self-reliance, enhances coping and quickens recovery from floods. Hence, formulation and implementation of flood policies and strategies should include and maximize social capital.

Context: CVOID-19 induced significant economic and social disruptions in India. Rural households, including smallholders, were affected by loss in migrant income, livelihood and farm and non-farm incomes. During this lockdown, the Indian government enacted several emergency legislations to provide direct and indirect relief to workers and households. India’s COVID-19 social assistance package, namely, PM-GKY, announced in March 2020, was designed to provide immediate relief to the vulnerable population. The PM-GKY provided cash direct benefit transfers (DBT) and in-kind supports (IKS) through existing schemes.
Objectives: This study examines the impact of India’s government assistance package (known as Pradhan Mantri Garib Kalyan Yojana or PM-GKY), announced immediately after the COVID-19 lockdown, on the procurement of agricultural inputs for the upcoming farming season.
Methods: The study uses a quasi-experimental method and survey data from 1,789 smallholder households in three northern Indian states (Rajasthan, Madhya Pradesh, and Uttar Pradesh).
Results: The result suggests that the fungibility of funds received under the government transfer package was significant in alleviating credit constraints and increasing agricultural investments in agricultural inputs. The farmers who received benefits from the PM-GKY scheme spent significantly more on the procurement of seeds, fertilizers, and pesticides.
Conclusions: The disbursement of cash transfers in the three states showed that emergency relief packages had reached the vulnerable sections of Indian society. Overall, 89-94% of households benefited from direct cash transfers. Perhaps lower transaction costs, minimal leakages, and immediate delivery make a strong case for direct cash transfers. The above advantages facilitate the provision of relief to a large proportion of vulnerable sections of Indian society in a short period.

This paper examines the employment effects of an emergency assistance package by the Indian government, the Garib Kalyan Rozgar Abhiyaan that had the sole objective of providing employment to returning migrants. It was targeted to 116 districts that had seen returning migrants in excess of 25,000, was limited in duration to 4 months, and was directed at top-up funding to public works and 25 other target sectors in rural areas. Using a sharp RD approach, we find that the intervention had substantive impacts on employment and in reducing rationing in public works and that it did so in a cost-effective manner. In contrast to the widespread impression of a slow-moving bureaucracy, these results point to an administrative machinery that was able to successfully implement this project within a relatively short period of time.
