Volume 1 - General Report stands on its own as a report on all the project activities and provides the overall conclusions and recommendations of the survey. Volume II - Feasibility Report for Phase 1 of Development deals with the feasibility of the projects included in the first phase of development, namely Polgolla Diversion, Victoria-Minipe Diversion, and the Moragahakanda Multipurpose Unit. It reviews the methodology of the designs and the data assumed for evaluation and provides an economic appraisal for each of the three projects proposed for development. A summary of organizational and managemental requirements is included for easy reference. The report also contains appendices on operation studies, cost estimates, principal engineering parameters, and work programmes for construction. It also contains a list of specialist reports and drawings of engineering designs. Volume III - Deals with organizational and management requirements and presents an analytical and forward looking review of the existing policies and organization for agricultural development in the non-export sector in Ceylon and a summarized review of present policies and organization for land settlement. It also contains findings and recommendations in respect of the policy and organizational needs of the project. Eleven appendixes give details of the organization of existing administrative, marketing and credit structures, of training facilities, of land settlement policies and procedures, of credit proposals, and of the estimated administrative costs of the proposed scheme of development.
