Discusses government intervention in the farmer managed irrigation systems in Bali called 'subak'. In general the government assistance in the construction of permanent dams, primary and secondary canals have been highly appreciated by the farmers since it has reduced the burden of the subak in repairs and maintenance of the main system. Although the operation and maintenance of the main system has become the responsibility of the government, the farmers still can be mobilized for repairs to the main system when a lot of human labor is required. In contrast to the main system development assistance, the tertiary development assistance has been highly criticized and less acceptable to farmers. The complaints focus mainly on (a) the perpendicular branching system of tertiary boxes introduced by the government as a substitute for traditional boxes and which provides an inequitable distribution of water; (b) embankments damaged due to overtopping of the canal during the rainy season since the government replaced the inflow sections with narrower ones; and the quality of the structures were, in many cases, inferior to the previous ones built by the subak on a self-help basis.
