In Tanzania agriculture is the basis of development. Until recently this has been entirely rainfed agriculture. In 1972 the TANU political party (Chama) formulated an irrigation policy and in 1974 Chama decided to give new emphasis to small-scale irrigation projects. The author is interested in focussing on the issue of local organization of the Tanzanian small-scale irrigation projects. He suggests models of organizing and operating the small-scale irrigation systems based on the Tanzanian formal village organization.
