The following report explores how that leadership structure in an Egyptian village setting may be understood. First, the formal governmental organization network at the village level is described and an analysis of how a particular village participates in that organizational structure is presented. Irrigation efficiency and the re-use of drainage water are interrelated. In the Fayoum, Egypt, re-use has a pronounced influence on the overall irrigation efficiency and is used to counteract non-uniformity of supply over the irrigated area. A river basin with several consecutive projects, each with a low overall irrigation efficiency, can reach a high efficiency through re-use at river-basin level.
