Water conservation challenges and opportunities for irrigation, cropping, industrial and urban cases are detailed. It concludes with a sensible discussion on "balancing the water equation," wherein the case is made for coupling our technological knowledge and experience with adjustment in policies, laws, and institutions to foster rather than discourage efficiency in water use.
