After a discussion of the limited potential for expansion of large-scale and pump irrigation, two strategies for small-scale irrigation development in India are discussed. One emphasizes run-off and erosion control with water collection in small percolation ponds which recharge the groundwater and facilitate well irrigation. The other strategy suggests improvements in tank water management by controlling the opening and closing of the sluicegates based on a set of rules.
