Existing irrigation schemes and large powerplants are being exploited in the State of Karnataka, India, for generating energy with small hydro plants. But state and national government laws impede rapid and easy implementation, and lack of local industry is leading to excessive dependency on overseas companies. The authors argue that China has evolved solutions to both these problems, and Indian authorities should follow suit.
