The paper highlights the important methodological aspects and field work experiences related to the first phase of field research on minor irrigation systems in Bangladesh. The research is concerned with the evaluation of the performance of deep tubewell, shallow tubewell, and low lift pump irrigation systems controlled and managed under different institutions in two different areas of Bangladesh. The paper is divided in six sections. Section I is the introduction. Section II presents a discussion on the irrigation institutions covered in the study, their management responsibilities, and the structure of incentives, while the objectives and strategies of work are discussed in Section III. Sections IV and V describe respectively the survey design and field work experiences. The final section presents the concluding remarks.

The paper presents an overview of the development of small-scale lift irrigation in Bangladesh and gives highlights on the recent experience of field research on the organization, management and performance of the irrigation systems. Section II discusses the diverse physical and social context within which these irrigation systems are being developed. This section also describes the historical background of irrigation development and shows how the priorities have changed over time from the initial large scale canal irrigation to the recent small scale lift irrigation technologies with the associated changes in government policies and in institutional approaches. Section III discusses the management functions of the present irrigation agencies and the important areas of farmer-agency interactions. The final section discusses the methodologies and the salient features of the author's recent field research on irrigation performance under different management approaches.
