The villagers of Central Java have demonstrated their ability to operate effective water users' associations, evolving organizational structures and irrigation practices to suit their needs as these have changed with the increased pressure of population on natural resources. Two contrasting villages are used to demonstrate the cultural and ecological characteristics which influence such evolution and to show the degree of flexibility that must be allowed for within a general policy of encouraging such water associations.
