The paper reports on an evaluation of the Lift Irrigation Scheme (LIS) Chobin located near Baijnath, Kangra District, in the mid-hill region of the state of Himachal Pradesh. The study included a technical, economic, and social analysis. The technical component involved a review of the existing project plans and feasibility reports, an assessment of the nature and suitability of structures, potential and actual areas irrigated, effectiveness of water delivery in quantity and timeliness, and nature and extent of drainage problems, if any. The economic analysis reviewed the project plans and feasibility reports and computed the economic rate of return from the project including sensitivity analysis. The social component involved assessment of the social impact of the project and the nature of farmer involvement in project planning, design, and operation. Due to time and resources constraints the evaluation was based on rapid and quick appraisal techniques rather than on intensive data collection. The results of the evaluation, together with those from seven other systems evaluated following the same approach, have been useful to the state and to international agencies as feedback for project formulation and planning.
