This paper briefly reviews the objectives of Asian Development Bank involvement in the irrigation sector and the constraints, particularly those imposed by the local setting, which affect the development and evaluation of irrigation projects and the operation of irrigation systems. The paper then describes the objectives pursued in evaluating irrigation. It outlines evaluation approaches and the methodologies used, reviews some evaluation results, and concludes with suggestions on how evaluations could effectively improve the formulation and management of future irrigation projects and systems.
