This paper discusses the importance of integrating optimization and simulation. A hierarchical approach is presented which involves three levels; aggregate optimization and built-in simulation, disaggregate optimization, and detailed simulation. The paper also presents the application of the approach to strategic water resources allocation for a real-life problem.
