This paper examines efforts to institutionalize greater participation in irrigation development in Thailand, Indonesia and the Philippines. Agencies have successfully fielded facilitators to promote increased participation. Farmers' ideas have helped to improve the siting of structures and canals. Participation has been limited by the lack of appropriate designs, the difficulty of incorporating cost-sharing requirements into ongoing projects and by policies which give farmers incentives to neglect maintenance. Further progress requires going beyond reforming centralized technical agencies to develop approaches which enable greater local self-reliance in financing and management of irrigation.
