People's participation is an effective strategy for successful implementation of development programmes. In this paper some of the issues of farmers participation in irrigation management are discussed. However these are generally applicable to other situations equally well. Effective, education, communication and conflict resolutions in an atmosphere of mutual trust are seen as the basic things which can bring people's participation from a mere concept to a reality.
